Background
Earl R. Smith was a beat cop before anything else, and he worked his way up the ranks in SLCPD. He believes the police exist for the community and not the other way around. He is a devout Mormon and has a wife and family he spends too much time away from and doesn't know how to communicate with.
He served as the Chief of Police for Salt Lake City in 1989, following the tenure of Chief Bud Willoughby. His appointment came after a period of transition within the department, which had seen significant restructuring and modernization efforts under Chief Willoughby's leadership.
