Administrative Peoples' Coalition of the Avenues
The current administration in charge of the Avenues is the only thing keeping it all together on the East side of the Jordan. The Stream spills Spirits, and the APCA cleans it up and keeps everyone else in line. This is a new world, and they're going to keep it together.
Overview
Growing out of Greater Avenues, one of the highest points and richest places in SLC, several former administrators, government officials, and the affluent prevented the destruction of Salt Lake City once contractors originally appeared.
They are the most like the old governments, rife with bureaucracy, disconnects between different groups, and widespread ability and a myriad of different individuals running the show. They focus most of their efforts on keeping the different factions in line and are currently in a large-scale border war with the Lions, though they are less aggressive to their opponents than vice-versa and willing to compromise.
The APCA has a dark underbelly, of course, and old money runs deep in Greater Avenues. Ultimately, they claim their goal is to break through Spirit City back into the real world.

Philosophy
The APCA envisions a Salt Lake City much like the old world before the Flood, but adjusted for the new circumstances. Where morals are strict, rules should be flexible. There must be a city to save.
Short-term
โ๏ธ Defend against the Lions territorial assault through Fairpark. If possible, launch a counterattack and take the West Jordan for the APCA.
๐ช Gain access the food-rich lands of the West Jordan to feed the starving populations on East side.
โ๏ธ Prevent Contractors from making the Stream push forward anymore than it has already. By any means necessary.
๐ช Re-establish an educational system in Salt Lake City.
Long-term
๐งฉ Find a way out of Salt Lake City.

Organizational Structure
Describe how the faction is organized. How are they structured? Is it hierarchical or decentralized?
- Hierarchy: The APCA is composed of four agencies which handle all affairs in the region. All agencies are considered equal.
๐๏ธBureau of Domestic Logistics. The largest and primary body of the APCA. They handle enforcement and enactment of the law, and all conflicts of the natural variety.
๐ค James Moss, son of the Frank Moss, the founder of the APCA, is the current head of the Bureau.
๐๏ธ Development and Reform Commission. Responsible for rebuilding the infrastructure of Salt Lake City with very limited resources. They keep gas synthesizing, lights on, and buildings from collapsing.
๐ค Margarete Wallace manages the Commission as both its head and an architect.
๐๏ธ Ministry of Water Resources. Most potable water came from the Jordan, and the Flood made that no longer an option. This organization is responsible for finding water...and handling the Stream.
๐ค Ammon Hennancy, former social anarchist, heads this organization up and takes a hands on approach to things.
๐๏ธ Service of Extranormal Crime. Responsible for all crimes or activities relating to Spirits. Due to the inherent danger of Contractors, they have carte blanche to deal with Spiritual activities as they see fit.
๐ค DeEarl Hatch is the no-nonsense head of this organization, and runs the Service with fastidious detail.

What resources, technology, or magic does the faction rely on? Any special items or powers they wield?
- The APCA has access to Chrysler's manufacturing facility, as well as the means to synthesize gas.
- Almost all munitions depots are within APCA territory.
- Most municipal buildings are on the West Jordan.
Notable Events
Any major events or plot points that have involved the faction. This could be past successes, failures, or moments that shaped their current state.
- Second Flood. (April 24th, 1990) Contractors cause a second Flood, destroying 18 more city blocks and causing countless people on the East Jordan to disappear.
- First Memorial. (May 16th, 1990) Frank Moss hosts the first annual memorial of the Flood, when Salt Lake City was overtaken and cut off from the world.
- APCA Founding. (June 1st, 1990) Frank Moss organizes a special interest group of previous government officials, prominent figures, and people fed up with the world ending and founds the APCA.
- The Bureau. (September 10th, 1990) The Bureau of Domestic Logistics is founded and starts cracking down on the anarchical society of Salt Lake City.
- Fremont Trials. (December 25th, 1990) 675 Contractors are hunted down and killed in massive firefight on Fremont Avenue.
- Anarchist Recruitment Book. (December 31st, 1990) Ammon Hennacy joins with the Bureau and uses his network of socialists to begin the process of finding water for the community of Salt Lake.
- The Commission for Change. (August 19th, 1991) The Development and Reform Commission is founded to rebuild the city's infrastructure.
- The Service. (May 16th, 1993) The Service of Extranormal Crime is founded to investigate all things relating to Spirits or Contractors. There will not be another Flood. Never again.
- Official Ministry. (July 21st, 1994) Ammon Hennacy's coalition is officially made a part of the APCA under the name Ministry of Water Resources.
- Peoples' Coalition. (July 24th, 1995) The Administrative Peoples' Coalition of the Avenues drafts a new City Charter for Salt Lake City, reinstating an official government for the East Jordan.
- Consolidation. (January 4th, 1997) The APCA finds a path to and annexes East Bench.
- Heritage Park. (April 1st, 1999) The Commission begins agricultural development of Heritage Park to attack the food crisis on Salt Lake's east side.
- East vs. West. (September 11th, 2001) The Ministry discovers a gap in the Stream by Fairpark that leads to Glendale and the city on the West Jordan. Agents try to make contact.
- Lions Attack. (October 12th, 2001) The main ruling party on the West Jordan, Lions, attack through the gap in the Stream. The war continues to this day.
